The White Horse is rather a common name for a pub, however I discovered these located in and around Oxford that are distinct possibilities

An alternate meeting place to the "Bird and Baby" during the 1940s, the group was often known to meet at the White Horse in the morning for discussion and drinks. There are as many mentions in Tolkien's letters of the White Horse as The Eagle and Child.

We know the Lewis Brothers, Tolkien and Williams met there on a semi-regular basis and found it highly diverting. It is very possible that Tolkien did read from the unfinished Lord of the Rings at this pub in the morning upon several occasions. Specifically we know from his letters that he read out the chapters regarding the Dead Marshes and Black Gate (The Two Towers: Book 4 Chapter 2 and 3).
